Editorial Regulations

Article 1 (Purpose)

The purpose of these regulations is to ensure the fair and transparent performance of the publication tasks of the Editorial Committee of the Information and Communication Policy Society (hereinafter referred to as the Society) in the journal "Journal of Information and Communication Policy Research" (hereinafter referred to as the Journal).

Article 2 (Editorial Committee)

  • 1. Composition of the Editorial Committee
    The Editorial Committee of the Society consists of approximately 30 editorial members, including the Chairperson of the Editorial Committee. The Chairperson and the editorial members are appointed by the Society's Board of Directors from among the Society members who possess academic knowledge and expertise in the field of information and communication. The replacement and additional appointment of editorial members are determined by the Board of Directors after receiving recommendations from the Editorial Committee.
  • 2.Chief Editor
    • 1)Chairperson of the Editorial Committee presides over editorial meetings and becomes an executive officer of the Society.
    • 2)The term of office for the Chairperson of the Editorial Committee is generally two years and can be reappointed.
  • 3.Editorial Members
    • 1)The term of office for editorial members is two years and can be reappointed. To maintain the continuity of the Editorial Committee, the number of editorial members replaced each year should not exceed half of the total number of editorial members.
    • 2)The Editorial Committee may designate a managing editor from among the editorial members for operational purposes.

Article3 (Editorial Meetings)

  • 1.The Editorial Committee holds regular meetings at least twice a year and may convene ad hoc meetings when necessary, called by the Chairperson of the Editorial Committee or the President of the Society.
  • 2.Decisions made in the editorial meetings are adopted with the approval of the majority of the attending committee members.

Article 4 (Journal Publication and Manuscript Review)

  • 1.Journal Publication
    The journal is published at least twice a year, with publication dates set at the end of each semester (June 30th, December 31st) for biannual publication or at the end of each quarter (March 31st, June 30th, September 30th, December 31st) for quarterly publication. However, in unavoidable circumstances, the Editorial Committee may decide to publish a consolidated edition after due deliberation.
  • 2.Submission
    • 1)Manuscripts eligible for publication in the journal should focus on research outcomes related to theories, policies, and strategies in the fields of information, communication, and broadcasting.
      However, depending on the needs, the scope may be expanded to include other humanities and social science disciplines that align with the nature of the Society.
    • 2)Authors intending to submit manuscripts to the journal should follow the guidelines provided in the "Manuscript Submission and Writing Instructions" at the end of each issue and submit their manuscripts to the Chairperson of the Editorial Committee.
  • 3.Manuscript Submission and Review Period
    Manuscripts seeking publication in the journal are accepted throughout the year, and their inclusion is reviewed on a rolling basis. However, if necessary, specific submission deadlines may be set for separate manuscript submissions.
  • 4.Fairness
    The journal should only publish selected papers that have undergone a fair review process.
  • 5.Manuscript Review
    • 1)The review of manuscripts follows the principle of having at least two reviewers per manuscript.
    • 2)After manuscript submission, the Chairperson of the Editorial Committee selects reviewers based on the recommendations of the Editorial Committee and requests them to conduct the manuscript review. If an author withdraws a manuscript that is undergoing review, the Chairperson immediately notifies the reviewers and treats the manuscript as ineligible for publication.
    • 3)Reviewers promptly inform the Chairperson of the Editorial Committee of their review results.
    • 4)The Chairperson of the Editorial Committee notifies the authors of the review results as soon as they are determined. If the review results render the manuscript ineligible for publication or require revisions, the Chairperson informs the authors of the review results and attaches the review comments for the manuscript.
    • 5))If, after the Society requests manuscript revisions, the author fails to submit the revised manuscript within one month as a general rule, the author's withdrawal of the review application is considered. However, if the author requests an extension for submitting the revised manuscript, the deadline can be extended.
  • 6.Review Procedure
    • 1)The review criteria follow the format of the Society's manuscript review comments.
    • 2)Reviewers conduct the review according to the following criteria and procedures. Based on the evaluation criteria in the manuscript review comments, reviewers assess the manuscript and determine the review result as i) accepted for publication, ii) accepted after minor revisions, iii) accepted after major revisions and reevaluation, iv) rejected for publication. Reviewers write review evaluations and submit them to the Editorial Committee.
      • ⅰ)Manuscripts that receive ⅰ) published in the current issue.
      • ii)In the case of (ii), once the modifications suggested by the reviewers have been made, the manuscript is published in the current issue.
      • iii)In the case of (iii), after sufficient modifications are made based on the reviewers' evaluations, the manuscript can be submitted for the next issue. However, the manuscript is considered ineligible for publication in the current issue and must undergo another review for the next issue. Reviewers should appoint new reviewers for reevaluation.
      • iv)Manuscripts falling under (iv) cannot be published.
    • 3)The Editorial Committee synthesizes the review results and notifies the authors of the decision regarding publication.
    • 4) If the authors disagree with the review results, the Chairperson of the Editorial Committee may reassign reviewers and request a reevaluation. However, the reassignment of reviewers is only possible if the authors provide documented reasons for their disagreement with the review results and if the Editorial Committee determines those reasons to be valid through deliberation.
  • 7.Publication Criteria
    The publication of submitted manuscripts is determined according to the following regulations:
    • 1)If two or more reviewers judge the manuscript as "accepted for publication" or "accepted after minor revisions," the decision is made to publish the manuscript.
      ※ However, in the case of acceptance after minor revisions, the modifications suggested by the reviewers must be made before publication in the current issue.
    • 2)If two or more reviewers determine that the manuscript requires "major revisions and reevaluation" for the next issue
      → A primary reviewer is appointed to conduct a reevaluation for the next issue.
      a) If two or more reviewers judge the manuscript as "accepted for publication" or "accepted after minor revisions" in the reevaluation, the decision is made to publish the manuscript.
      b) If two or more reviewers judge the manuscript as requiring "major revisions and reevaluation" or "rejected for publication" in the reevaluation, the decision is made that the manuscript cannot be published.
    • 3)If two or more reviewers judge the manuscript as "rejected for publication," the decision is made that the manuscript cannot be published.
  • 8.Application of Plagiarism Prevention Program
    The Editorial Committee may apply a plagiarism prevention program to the manuscripts that have been accepted for publication. Depending on the results, the Chairperson of the Editorial Committee may take actions, including revising the manuscript or canceling its publication, and notify the author. If the author disagrees with the decision, they can raise objections within 10 days of receiving the notification. Subsequent procedures follow the "Research Misconduct Verification Process" outlined in Article 12 of the Society's Research Ethics Guidelines.
  • 9.Authorship Attribution
    For manuscripts submitted by two or more researchers, the authorship order follows the following principles:
    • 1)The authorship order should be based on the degree of contribution to the manuscript, respecting the autonomous decisions of the co-researchers.
    • 2)The corresponding author of the manuscript should be indicated.
  • 10.Submission and Publication Fees
    There is no separate submission fee, but a fee of 100,000 KRW is charged for urgent review manuscripts. A publication fee of 200,000 KRW is charged for manuscripts accepted for publication, and only manuscripts that have paid the publication fee in full are published in the journal. Upon author's request, 20 offprints can be provided, but an additional fee of 50,000 KRW must be paid to the Society.
  • 11.Copyright
    By submitting the manuscript to the journal, the author transfers the following intellectual property rights regarding the manuscript to the Information and Communication Policy Society.
    • 1)The right to reproduce, distribute, or transmit the work through publication of printed materials, establishment of databases, and services via information and communication networks, including the internet, for the purpose of publishing the manuscript.
    • 2)The right to edit and make format-related changes within the necessary scope for the above purposes.
  • 12.Miscellaneous
    Any matters not specified in these regulations shall be determined by the Editorial Committee.
